
Gary Couple Charged With 5 Counts of Neglect After Home is Found in Deplorable Conditions
On April 6, 2025, the Gary Police Department was dispatched to a residence on 33rd Avenue in reference to a 911 hang up call. In the hang up call, a child could be heard on the line saying that “mommy and daddy are sleeping” and something about “cut their chest and head” and they can’t wake mommy or daddy.
According to court documents, the officers arrived and made contact with Alayla Rodriguez Delgado, who stated she lived at the location with her boyfriend, Romaldo Brito Bruno, and her 5 children, all of whom are under the age of 10. Delgado gave officers permission to check the residence and children to make sure all was well due to the 911 call. The officers noted there was a strong odor of garbage, feces seen throughout, and an infestation of bugs, flies and maggots. The officers observed dirt, garbage and feces throughout the residence. Due to the noted conditions, the officers cleared the residence and contacted Indiana Department of Family Children Services (DCS) for immediate assistance.
According to court documents, DCS workers arrived at the residence and requested the GPD to respond as well, due to one of the children having visible bruising to his face and body. The child was stating that his stepdad had hit him after he called 911 earlier in the day. DCS also advised they would be taking custody of all the children due to the unsafe conditions of the residence.
Medics were contacted to check on the child. They determined that he did not need any further medical treatment at that time, but they had observed additional bruising to the child’s back.
It was also noted that the beds and mattresses were soiled and smelled terrible of urine and feces. Officers further noted that the basement was flooded and smelled of sewage. The bathroom was flooded with waste as well. The children were also found to be filthy and did not appear to have bathed in some time.

Neglect of a Dependent: F6 Felony (5 counts)
On April 9, 2025, Romaldo B. Bruno was charged with:
Battery Resulting in Bodily Injury to a Person under 14: F5 Felony
Domestic Battery: F6 Felony
Neglect of a Dependent: F6 Felony (5 counts)
