Gary Man Charged After Armed Confrontation and Indecent Exposure

According to a probable cause affidavit, on August 16, 2025, Gary Police were dispatched to a residence in the 3600 block of Tyler Street after a 911 hang-up call. Officers reported they had been to the same location less than an hour earlier.

When officers arrived, they heard a loud disturbance behind the residence. Police say they observed Robert Marcus Marshall, 48, holding a black long rifle in his hands while walking toward the back door. Officers drew their weapons and gave loud commands to drop the weapon. Marshall allegedly ignored the commands, cursed at officers, and stated he was not going to drop the weapon. He then went inside and came back out without the rifle but continued yelling and demanding that officers leave.

Court documents state Marshall then pulled his pants down and exposed his genitals to officers. He was told he was under arrest but claimed he could not be arrested because he was on his property, retreating inside again.

Officers reported that Marshall came outside several more times, and at one point pulled his shorts down to his ankles, exposing himself again. Additional officers and supervisors responded to the scene, and SWAT was activated after repeated refusals.

After several more attempts to persuade him to surrender, Marshall eventually exited the residence and was taken into custody in the front yard. He was placed into the rear of a police unit and transported to the GPD for booking. GFD was called to the station to check Marshall, who had blood on his hands and clothes from a cut on the hand, and he was cleared on station by GFD.

Police also noted that Marshall has a prior burglary conviction out of Cook County, Illinois, in 1995.

Charges filed August 16, 2025:

    •    Unlawful Possession of a Firearm by a Serious Violent Felon – Level 4 felony

    •    Resisting Law Enforcement – Class A misdemeanor

    •    Public Nudity – Class B misdemeanor

    •    Disorderly Conduct – Class B misdemeanor 

Currently lodged in the Lake County Jail.
