Lowell Man Arrested on Public Indecency and Nudity Charges
Lowell- A 33-year-old Lowell man is facing multiple misdemeanor charges after police say he exposed himself and made sexual comments to two 16-year-olds near the Old Dog Coffee House in the afternoon of October 18, 2025.
Officers were dispatched around 3:13 p.m. to 220 E. Commercial Avenue after receiving a public indecency complaint involving juveniles.
Lake County Central Dispatch informed officers the suspect was described as a Black male, approximately 5’11”, wearing a rainbow fishnet style shirt, a matching rainbow head wrap, no pants, and a black jacket, and that a dildo was reportedly in the suspect’s possession.
Upon arrival, officers located Paul Isaiha Brock Jr., 33, walking behind Old Dog Coffee House. According to court documents, Brock had a large dildo tucked under his arm pit partially concealed by the black jacket he was wearing.
Brock told officers he was walking home from the laundromat on Washington Street and admitted to “enjoying pleasuring himself in public places,” telling officers, “It’s boring to always do it at my home. I watch a lot of porn.” He also told police he had been pleasuring himself inside the laundromat bathroom prior to contact.
According to the affidavit, a reporting witness told police they entered the laundromat around 3:00 p.m. and saw a male subject wearing a rainbow fishnet shirt kneeling in the bathroom with the door wide open. The witness said the man was actively fondling himself in a sexual manner and appeared to be watching pornography.
The witness stated that Brock then asked if they or their friend wanted oral sex and followed them as they walked eastbound on East Commercial Avenue. The witness said Brock waved the dildo and repeatedly opened his jacket, exposing his genitalia multiple times.
A second witness confirmed seeing the same behavior and told police Brock did not make physical contact. Both witnesses told officers no currency was requested.
Brock was arrested without incident and transported to the Lake County Jail.
