Rochester Indiana Man Accused Of Firing Multiple Gunshots In Lowell Neighborhood

Jordan Blake Shaffer, 23, of Rochester, Indiana, is facing a felony charge after police say he fired multiple gunshots outside a home in a Lowell subdivision on Thanksgiving evening.

According to the affidavit, officers were dispatched around 6:53 PM on November 27, 2025, to the area of 153rd Place and Ralston Place after a caller reported hearing around ten gunshots followed by screaming. A  nearby resident also reported hearing rapid gunfire and someone yelling, “Why did you do that,” before a vehicle sped away from the area.

When officers arrived, they located four .40-caliber spent shell casings and a bullet fragment in front of a home on Durbin Street. The homeowner told officers that an unknown person had knocked on his door minutes earlier, and by the time he looked outside, a Dodge SUV with a loud muffler was driving away.

As officers remained in the subdivision, another responding unit stopped a black Dodge Durango with a loud exhaust near 153rd Avenue and Clark Street after a passerby pointed to the SUV and said he believed it was involved. Shaffer was seated in the passenger seat. The affidavit states Shaffer was hysterical, slurring his words, unsteady, and visibly intoxicated when removed from the vehicle.

The driver told officers she and Shaffer had been at her family’s Thanksgiving gathering and that Shaffer, who had recently returned from military deployment, became emotionally distraught and intoxicated. She said she stopped in the subdivision to “take a breather” and then walked away briefly “to take a walk,” denying any knowledge of Shaffer firing a gun. She consented to a search of the vehicle.

Shaffer told officers there was a .40-caliber handgun in the center console and additional firearms in the back. During the search, officers located:

    •    one spent .40-caliber casing in the passenger seat crease

    •    one spent .40-caliber casing on the passenger floorboard

    •    an empty Smith & Wesson magazine behind the driver’s seat

    •    a Smith & Wesson M&P .40-caliber handgun in the rear seat with the slide locked to the rear, appearing to have been tossed there

    •    a Smith & Wesson rifle 

A shotgun was not found, despite Shaffer stating there was one inside. EMS evaluated Shaffer and determined he was experiencing a severe panic/anxiety attack, though he did not require transport to the hospital.

Shaffer was taken into custody as his behavior escalated. Officers secured the spent casings, bullet fragment, and firearms as evidence. Shaffer was transported to the Lake County Jail.

    •    Criminal Recklessness Committed With a Deadly Weapon – Level 6 Felony

Lodged in the Lake County Jail.
