
Gary Couple Charged With Multiple Counts of Neglect After Children Found in Deplorable Conditions
A Gary couple faces felony charges after investigators say several children were discovered living in unsafe and unsanitary conditions inside their home.
According to court documents, police were called on July 20, 2025, after a neighbor reported a young girl outside with bruises and what appeared to be blood on her underwear. Officers found the girl and three other children inside the residence at 1200 block of West 17th Avenue. The home was described as uninhabitable, with cockroaches covering the walls, mattresses, and refrigerator, feces smeared on the floor, and a strong odor throughout.
Three of the children were transported to Methodist Northlake Hospital, where medical staff observed them to be dirty, bruised, and malnourished. Investigators also noted that two of the children are cognitively delayed.
Court filings show Maglene S. Kilgore and Matthew Adam Morgan both admitted they were aware of the poor conditions of the home. Kilgore told investigators that while she worked overnight shifts, she left her older children responsible for watching the younger ones. Morgan admitted knowing the home was in filth but denied physically abusing the children. Both acknowledged being aware of injuries on the children but attributed them to fighting among siblings.
The Department of Child Services had previously responded to the residence on July 2, 2025, after reports that the children were dirty and left alone. At that time, one child was found with a black eye and a healing broken arm, but the parents continued to leave the children in unsafe conditions.
