
Hammond Man Charged After High-Speed Chase
A Hammond man is facing a series of felony and misdemeanor charges after Indiana State Police say he led officers on a high-speed chase exceeding 120 mph, rammed a police vehicle, and refused repeated commands before being arrested early on Aug. 10, 2025.
According to court documents, an officer reported observing a silver GMC SUV traveling 102 mph in a 55-mph zone on I-80 near the 1.5-mile marker in Hammond around 12:57 a.m. The SUV then shut off its lights and continued weaving in and out of traffic. Officers attempted a traffic stop with lights and sirens activated, but the driver did not stop and accelerated, reaching 120 mph.
The chase continued onto Cline Avenue (SR 912), where the SUV was clocked at 98 mph before exiting onto 15th Avenue and eventually reaching a dead end near Cline and 24th Avenue.
At the dead end, officers gave loud commands, but the driver placed the SUV in reverse, then drove forward directly at a police vehicle, striking it and knocking an officer to the ground. Officers then performed a Tactical Vehicle Intervention (TVI) to disable the SUV. Even after the maneuver, the driver allegedly continued revving the engine and spinning the tires while ignoring commands.
After repeated warnings, officers eventually removed the driver from the SUV and handcuffed him. He was identified as Jon Broxston Kellogg, 36, of Hammond, by his Indiana driver’s license.
A female passenger complied with officers and was released. A K9 alerted on the SUV, but no drugs or weapons were found. Officers did, however, document multiple open containers of alcohol inside the vehicle.
Officers reported smelling alcohol on Kellogg’s breath and observing bloodshot, watery eyes, unsteady balance, and slurred speech. He refused all field-sobriety tests and also declined a chemical test under Indiana’s implied-consent law.

• Operating a Vehicle While Intoxicated (Class C Misdemeanor)
• Disregarding an Official Traffic Control Device (Infraction)
• Unsafe Lane Movement (Infraction)
• No Headlights (Infraction)
• Failure to Use a Safety Belt (Infraction)
• Open Alcoholic Beverage Container During Operation (Infraction)
• Improper Display of License Plate (Infraction)
