ILLINOIS STATE POLICE MAKE ARREST IN AGGRAVATED VEHICULAR HIJACKING

Illinois State Police (ISP) Division of Criminal Investigation (DCI) officials announce the arrests of Delicia Williams (F/29) of Chicago, Frank Robinson (M/23) of Chicago, and Bernard Smith (M/37) of Chicago, for their involvement in an aggravated vehicular hijacking which occurred on June 19, 2019, on Interstate 57 Southbound at 111th Street, Illinois State Police said in a release Tuesday.

On June 19, 2019, ISP Agents responded to an aggravated vehicular hijacking report, which occurred at approximately 8:30 p.m. on Interstate 57 Southbound at 111th Street. Through an investigation, Agents learned the victim, a 38-year-old female of Chicago, had been carjacked at gunpoint by three passengers in her vehicle. The three suspects were identified by ISP Agents and warrants for their arrest were issued by the ISP.
Frank Robinson was arrested by the Chicago Police Department pursuant to this warrant on July 7, 2019, and was charged with Aggravated Vehicular Hijacking with a Firearm (Class X Felony). Bernard Smith was arrested by the Federal Bureau of Investigation’s Violent Crime Fugitive Task Force pursuant to this warrant on Nov. 25, 2019, and was also charged with Aggravated Vehicular Hijacking with a Firearm (Class X Felony). Delicia Williams turned herself in to ISP Agents on Feb. 2, 2020, and was arrested and charged with Aggravated Vehicular Hijacking with a Firearm (Class X Felony). Robinson and Smith are both currently incarcerated at Cook County Jail without bond. Williams attended a bond hearing and was given a $75,000 (D-Bond); Williams has been released on bond.
