Lake County Man Charged with Sex Offender Registration Violations
A Hammond man identified as Terrence Lamont Rogers, 37, is charged in Lake County, after investigators concluded he failed to complete his required annual sex offender registration, according to a probable cause affidavit filed December 4, 2025.
According to the affidavit, on November 18, 2025, a Lake County Sheriff’s Office officer was assigned to review files of offenders required to register in Lake County. During that review, the officer discovered that Rogers is currently non-compliant in his registration requirements, noting he last registered on October 18, 2024 and was required to register again on or before October 18, 2025, which he has failed to do.
Records reviewed during the investigation show Rogers was convicted of Sexual Misconduct With a Minor on March 2021,and was ordered to register annually for 10 years. The affidavit states Rogers has completed at least 29 prior registrations or change-of-address forms since the conviction, each time affirming he truthfully provided information and understood the requirement to notify authorities within 72 hours when changing residence.
The officer conducted a check through the Indiana BMV, which showed Rogers did not have an updated state identification card as required. The only listed ID was issued in January 2021 and reflected an older address in the Webb Street area of Hammond. A national registration check “produced negative results,” showing Rogers did not register in any other jurisdiction.
The National Sex and Violent Offender Registry still showed Rogers registered at a location in the 1500 block of 83rd Avenue in Merrillville, indicating no updated registration was ever filed. Additional checks with the Indiana DOC and Illinois DOC confirmed Rogers was not incarcerated.
