Nebraska Woman Charged with Fraud and Identity Deception

The Indiana Gaming Commission investigated a reported fraud that occurred at the Hard Rock Casino, Northern Indiana, in Gary.

On September 27, 2024, a female subject, later identified as Qin Feng, came into the casino. She purchased gaming chips by presenting a Texas Driver’s License in the victim’s name, as well as a cashier’s check from PNC Bank in the amount of $50,000. When multiple casino employees felt that Qin Feng did not match the image of the subject in the driver’s license, they requested her to provide further identification. Qin Feng produced three bank cards in the victim’s name. After that, she could provide no further identification. At this point, Qin Feng’s remaining gaming chips were taken from her and kept for safekeeping until she could provide more proof of her identity. Qin Feng later showed up at the casino and presented what purported to be a Chinese Passport in the victim’s name.

According to court documents, the victim received a text on 09/27/2024, at approximately 2:00 PM, from her bank stating a security code was sent to her phone. The victim thought it was weird and tried to log into their bank account online; however, she had trouble and had to create a new password because their password no longer worked. When the victim contacted their bank, they found out two checks (one check for $80,000 and one check for $50,000) had been written to the Hard Rock Casino Northern Indiana. They advised the bank that the checks were fraudulent. They authorized no one to perpetrate those acts. The victim also reported they have never been to a casino in Indiana. Also, the victim indicated they had a passport, but stated they did not have a Chinese Passport.

According to court documents, the Indiana Gaming Commission was able to locate a booking photo from an Illinois Police Department that identified the suspect as Qin Feng.

On May 1, 2025, Qin Feng was charged with:

Fraud: Victim is a financial institution: F5 Felony

Identity Deception: F6 Felony

Fraud: F6 Felony

An arrest and criminal charges are accusations only. All suspects are presumed innocent until proven guilty in a court of law.
