Portage Police Charge Chicago Man With Child Exploitation
On April 30, 2025, the Portage Police Department was assigned to investigate a report that a juvenile had been on a video call with a man she had been in a relationship with, which became sexual in nature and involved a child.
According to court documents, the Portage Police viewed the video provided and observed a cellular telephone screen showing a video (later to be confirmed to be a live video chat). The video shows a male subject that appears to have darker skin color, dark hair and is wearing a white tank top style shirt. At 11 seconds into the video, the camera angle on the live video chat changes to the front facing camera and shows a small female child’s face and a nude erect penis hovering over the child’s face. The child is lying on her back and has her eyes closed. At 16 seconds into the video chat, the same camera angle shows the erect penis being stroked back and forth by a hand and then ejaculating onto the child’s face.
According to court documents, during the investigation, the police learned that the suspect, Jeremy T. Conley, lived with his mother in an apartment in Chicago, Illinois. The police interviewed Conley at the Portage Police Station, after Conley was read his advice of rights, which he signed, and agreed to speak with police. Jeremy Conley was asked, during the investigation, if he had a video call with “HT” in the last few days, and if he was being sexual and masturbating during the call. Conley stated no, but they had “phone sex” about a week ago.
After initially denying that he did it, the investigator played the video, Conley stated ”You tell them? There’s no excuse, I did it, You feel me that’s weird.” Conley was asked when the video happened and he stated ”That happened I don’t know like I said probably the past week, okay? And basically, I ended up doing it… I did not put my d**k in her mouth though, I just ejaculated on her face.” Conley eventually stated it happened this past weekend.
According to court documents, through the investigation, Portage Police learned that the victim was 5 years old.
Jeremy T. Conley is currently lodged in the Porter County Jail.
