Valparaiso Man Arrested for Failing to Register as a Sex Offender
Valparaiso- A 38-year-old man, Billy Terrance Allen-Coleman, has been charged in Porter County with failing to register as a sex offender.
According to court documents, authorities received a tip through the Offender Watch system on October 16, 2025, indicating that Allen-Coleman no longer lived at his registered address on Oak Street in Valparaiso. The residence had been condemned by the city and scheduled for removal. The tip noted that Allen-Coleman had been living there with his mother until she passed away earlier in the summer.
Records show Allen-Coleman was convicted of sexual battery in Porter County on November 25, 2019, and is required to register as a sex offender for ten years. His last registration was completed on February 24, 2025, confirming the Oak Street residence as his address, and no change-of-address forms had been submitted since.
When investigators visited the home on October 23, they found the property padlocked and appearing abandoned, with personal belongings scattered outside. A neighbor told investigators that Allen-Coleman’s mother had died “a month or two ago” and that no one had been living there. The neighbor said the last time he saw Allen-Coleman was a few days earlier, when he came to collect items from the lawn.
City officials confirmed that a court order to vacate the home was issued in March 2025 and that the property was secured by police on June 24, 2025.
