Wheatfield Woman Charged After Allegedly Using Courthouse Elevator To Traffic Pills To Jail Inmate
Roxanne Michelle Mancilla, 37, of Wheatfield, is facing multiple felony charges after investigators say she participated in a plan to smuggle prescription pills into the Jasper County Jail by taping them inside the handrail of the Jasper County Courthouse elevator for an inmate to retrieve.
According to a probable cause affidavit filed in Jasper Superior Court, investigators reviewing jail video visits on January 9 observed a call in which the inmate on screen was not the person listed on the account. During that review, authorities identified the female visitor as Roxanne Mancilla, who had used the name “Grace Boyd” for the visitor account.
During the recorded conversations, Mancilla and the inmate repeatedly referenced “what I brought,” “the blues,” “the subs,” “peaches,” and “oranges,” which investigators recognized as slang terms for prescription medications. The inmate told Mancilla the items had been “long gone for two days” and described taking “four of one type and one of another.” Investigators stated it became clear the conversations were about Mancilla bringing pills into the Jasper County Jail.
Investigators worked backward through additional video visits and phone calls between the two. In a January 5 video visit, the pair discussed the layout of an elevator, the rail inside it, and the location Mancilla was supposed to find. During the conversation, Mancilla referenced “15 and 11,” which investigators believed to be the number of pills she would bring. The inmate held up his fingers to describe the width of the rail and said whatever she brought “needs to be smaller than that.”
A subsequent video visit on January 7 showed the inmate appearing impaired and “nodding out.” Mancilla again referenced what she had given him previously. Investigators also noted a male identified as Dustyn Jones appearing on screen during the visit, whom the inmate referred to as his cousin.
Phone calls from December 29 showed the inmate asking Mancilla for her address and discussing how they could “make this happen” and “send you a lot of money.” The two discussed the number of pills she had, how she could obtain more, and how the pills would be used to get money to pay for phone calls. Investigators also located what appeared to be medical tape on the back of the railing inside the courthouse elevator.
A search warrant was later executed at Mancilla’s residence in the 3500 block of West State Road 10 in Wheatfield, where investigators located a letter mailed from the Jasper County Jail. The letter outlined a plan for Mancilla to affix narcotics to the handrail inside the courthouse elevator and give a signal to the inmate that the items were in place. The letter also contained a drawing of the elevator layout.
On January 13, jail medical staff advised investigators that the inmate tested positive for buprenorphine/naloxone (Suboxone) and had not been given anything by jail staff that would account for the result.
During an interview on January 15, Mancilla admitted to affixing 11 Suboxone pills and 20 Klonopin pills by taping them inside the railing of the courthouse elevator. She also identified the individual who was supposed to retrieve the pills and stated the inmate was supposed to sell them, with money being sent to her or placed on his jail account.
The following day, investigators attempted to interview the identified inmate, who tested positive for Suboxone during a jail drug screening.
