LAKE COUNTY — For the second time in as many days, Indiana State Police troopers pursued suspects into Illinois, this time after police say a fleeing driver intentionally rammed a marked ISP patrol vehicle during a high-speed chase early Thursday.

The pursuit began around 12:55 a.m. when ISP Detective Hamed was traveling westbound on I-80 near Kennedy Avenue and observed a gray Dodge sedan traveling at a high rate of speed, according to police.

ISP said moving radar clocked the vehicle at 92 mph in a posted 55 mph zone. When Hamed attempted to initiate a traffic stop near the 3.4 mile-marker, the driver allegedly accelerated and fled.

The pursuit continued under clear weather, dry roadway conditions and light traffic, with speeds exceeding 100 mph, police said. The Dodge exited at Calumet Avenue before reentering the interstate.

Trooper Haddon joined the pursuit in a fully marked ISP vehicle. Police allege the fleeing Dodge then intentionally rammed Haddon’s patrol vehicle just west of Calumet Avenue.

The pursuit continued into Illinois on I-294 and later I-94. The Dodge had sustained a flat front-passenger tire following the collision with the police vehicle, according to ISP.

Near the 159th Street junction, the driver lost control and briefly entered a ditch before returning to the roadway. Haddon then performed a PIT maneuver, disabling the vehicle and bringing the pursuit to an end.

Troopers conducted a high-risk stop and detained all four occupants.

The driver was identified as Julian Casares, 19, of Hammond. ISP said Casares did not have a valid driver’s license.

During the investigation, troopers reported seeing two firearms in plain view inside the Dodge: a Glock 22 .40-caliber handgun on the rear passenger seat and a DB Arms AR-style pistol chambered in .223 on the front passenger floorboard.

Police said criminal-history checks determined Casares and rear passenger Hector Hills-Montejano, 20, of Hammond, were prohibited from possessing firearms. ISP further identified Casares as a convicted felon.

Illinois State Police arrived at approximately 1:03 a.m. Casares and Hills-Montejano were transferred to Illinois authorities and transported to the Cook County Jail in Maywood. Extradition proceedings remain pending, according to ISP.

The two additional passengers were released without criminal charges.

ISP said the following charges will be submitted to the Lake County Prosecutor’s Office for consideration against Casares: aggravated battery, a Level 3 felony; possession of a firearm by a serious violent felon, a Level 4 felony; resisting law enforcement, a Level 6 felony; reckless driving, a Class A misdemeanor; unlawful carrying of a handgun, a Class A misdemeanor; leaving the scene of a crash, a Class B misdemeanor; and operating while intoxicated endangering, a Class A misdemeanor.

The allegations and proposed charges remain subject to review by the Lake County Prosecutor’s Office.

All suspects are presumed innocent unless and until proven guilty in court.
