Kevin Rigg, 44, of Lowell, has been charged with sexual battery following an investigation into an alleged workplace incident in East Chicago.

According to court documents, East Chicago Police began investigating after a female employee reported an incident that allegedly occurred around 6:40 a.m. July 24, 2026, while she was working at Cleveland-Cliffs in East Chicago. The woman told police she had worked for Allied Universal Security since early 2025 and was assigned to Cleveland-Cliffs as an emergency dispatcher. 

The woman told investigators Rigg was her supervisor and that when she first started working there, he was friendly toward her. She alleged Rigg later began making advances and would brush against her breasts or buttocks in incidents she said did not feel accidental. She told investigators she continuously ignored his advances. 

According to the probable cause affidavit, on the morning of July 24, the woman was experiencing a computer issue and Rigg assisted her. She alleged that after helping her, Rigg told her she could “thank him” by going into another room with him, which she declined. She told investigators Rigg then said he could “be such a dick to her” before grabbing the back of her hair and pulling her head back while simultaneously grabbing her breast. The woman said she was in shock and did not say anything. She alleged Rigg then released her and said, “See I told you, I can be a dick.” 

The woman told police Rigg committed the alleged act “so blatantly” and acted like he did not care if someone saw the incident. According to the affidavit, other workers were not in the immediate area, but the woman said it occurred during the day when someone could have easily walked into the area. She also told police there were no cameras in the office where the alleged incident occurred. 

When investigators later interviewed the woman, she said she was nervous and scared about coming forward because she still had to see Rigg in the workplace. She also expressed concern about retaliation, harassment or losing her job because she reported the incident to police. 

Police interviewed Rigg on August 6 after advising him of his Miranda rights. According to the affidavit, Rigg stated he is Patrol Captain for Allied Universal Security and has been employed with Allied Universal for approximately 10-12 years and has held the position of Captain for approximately four years. Rigg acknowledged he had previously been suspended for three days over a sexual joke made toward a female coworker. He also confirmed he was presently suspended because of allegations that he had inappropriately touched a female coworker. 

Regarding the July 24 incident, Rigg told investigators he entered the dispatch room to assist the woman with an IT issue. Rigg said that while helping her, he had to reach across her body to grab her phone. When asked whether he could have accidentally brushed against her, Rigg said it was possible. 

Rigg described his relationship with the woman as a mixture of personal and professional. He told investigators they had discussed sexual and romantic relationships but had never followed through and said they had never had any type of physical relationship. When investigators told Rigg about the allegation that he grabbed the woman by the back of her hair before grabbing her breast, Rigg said he may have stood behind her and grabbed her shoulders. He also confirmed there were no cameras in the dispatch room. Rigg was taken into custody after the interview.
