Kelvin M. Hines, 46, of Gary, is facing multiple charges after police say cocaine was sold during drug deals at a residence and a later search uncovered large quantities of narcotics, firearms, and cash, according to court documents.

The charges stem from an investigation conducted by the Lake County Sheriff’s Department during February and April 2026 in Gary.

According to a probable cause affidavit, after drug deals took place between February 22, 2026 and February 28, 2026, and again between April 5, 2026 and April 11, 2026, at a residence in the 1900 block of Garfield Street, a rock-like substance weighing between 5 and 10 grams and later approximately 5 grams was obtained and field-tested positive for cocaine base.

After those drug deals took place, investigators obtained a search warrant for the residence, which was executed on April 22, 2026. Immediately prior to the warrant being served, Hines exited the residence and was taken into custody.

During the search, police located approximately 2.7 pounds of a substance that field-tested positive for cocaine, along with an additional 162.3 grams of suspected cocaine. Investigators also recovered a Glock .45 caliber handgun, a Palmetto Armory handgun, four digital scales, approximately 29.2 grams of a substance identified as Inositol, and $10,342 in U.S. currency.

Court documents state the amount of suspected cocaine is considered per se possession with intent to deliver under Indiana law.

Investigators also noted the residence is located directly next to a day care facility and within 500 feet of the business. Court records state the day care operates daily and that the drug deals took place during late morning hours when children were likely to be present. During the execution of the search warrant, officers observed numerous parents dropping off children at the day care.

Authorities further allege Hines has a prior conviction for possession with intent to distribute cocaine in federal court on January 25, 2000, which qualifies him as a serious violent felon under Indiana law.
